Tommy Balaam was elected as Conservative Councillor for Harefield Ward in May 2026, following a strong local campaign focused on protecting the village character of Harefield, standing up for residents and bringing the community together.
A proud local dad of twins, Tommy is passionate about building a safe, supportive and thriving community for everyone in Harefield. He now serves as a member of the Residents’ Services Select Committee on Hillingdon Council, helping scrutinise issues affecting local neighbourhoods, enforcement, planning and the wider public realm.
Tommy is the founder of Captain Fantastic, the UK’s No.1 children’s entertainment company, which delivers wellbeing-led shows, educational programmes and events to schools and families across the country. His company actively supports children’s charities and local causes, including sponsoring the Harefield Under-8s football team, where his son proudly plays.
Over recent years, Tommy has brought entertainment to Harefield Primary School and helped organise community events including the Macmillan Coffee Morning at Harefield Community Centre. His creative background and commitment to local life have made him a strong local voice for residents across the ward.
Trained at East 15 Acting School, Tommy brings experience in performance, education and public engagement to public service. He is committed to protecting essential local services, tackling overdevelopment and strengthening community spirit across Harefield.
Outside of public life, Tommy enjoys spending time with his family and, unfortunately for some residents, remains a lifelong Arsenal supporter.
