Henry Higgins is a local business owner and an experienced, highly effective and results-driven local Councillor in the London Borough of Hillingdon, having served communities across the borough in a variety of senior positions within the Conservative administration for over 24 years.
Councillor Higgins has a strong track record of innovative, cost-effective delivery. He oversaw the development of the first 50m swimming pool to be built in London for over forty years. Putting residents first, Councillor Higgins worked cross-party, including alongside the 2006 Labour Mayor of London team, to secure additional funding from the London Development Agency for the project. Utilising his business acumen, Councillor Higgins also secured partnerships with Apple and Starbucks to help transform the then struggling library service into an award-winning service, receiving an ‘Innovation’ accolade at the Bookseller Awards and gaining recognition internationally, all delivered through effective cost-saving measures.
Selected as the Conservative candidate for Ealing and Hillingdon in the May 2024 London Assembly elections, Councillor Higgins’ campaign was widely regarded as one of the most community-engaging across London. Following the positive relationships built during the campaign, Henry was appointed as a governor at Nanaksar Primary School.
Henry, a ward councillor for Northwood since 2022 following boundary changes from Harefield, served as Hillingdon’s Planning Chairman for 16 years, overseeing both major and minor planning applications across the borough. He now serves as Vice Chairman of the Audit, Finance & Performance Select Committee and is also a member of the Audit Committee, continuing to play a key role in ensuring strong governance, financial oversight and accountability within the council.
