Henry Higgins is a local business owner and an experienced, highly effective and results driven local Councillor in the London Borough of Hillingdon serving the community of Hillingdon across various positions in the Conservative administration for over 24 years.
Councillor Higgins has a track record of innovative, cost-effective delivery, whereby he oversaw the first 50m pool to be built in London for forty years. Putting residents first, Councillor Higgins has experience with working cross-party, in particular with the 2006 Labour Mayor for London team, to secure the additional funds needed from the London Development Agency for the 50m pool. Utilising his business acumen, Councillor Higgins signed partnerships with Apple and Starbucks to transform the then struggling library service into an award winning service picking up an accolade of ‘innovation’ from the Bookseller awards and subsequently gaining recognition abroad, all of which was budgeted through effective cost-saving measures.
Selected as the Conservative candidate for Ealing and Hillingdon for the London Assembly elections that took place in May 2024. Councillor Higgins’ campaign was regarded as one of the most community engaging across London. Following positive community relations during the campaign, Henry has been appointed governor of the Nanaksar Primary School.
Henry, a ward councillor for Northwood since 2022, moving from Harefield due to the latest boundary changes, is currently the Hillingdon Planning Chairman. As Planning Chairman, Councillor Higgins oversees major applications as well as minor applications and is also a member of the Audit Committee.
